[almighty] Build Concept Document

Hi,

in preparation for the first meeting on the Build stuff later today, I
prepared a document with the text from Tomas as a baseline. I
structured the content to match the goals of the sprint. We can use
the document to collaborate on the text and convert the stable result
later into an adoc:
