[almighty] Adding more detailed developer documentation for sharing design decisions.

Hi,
I've created ( and still creating ) a list of areas in the form of GH
issues  https://github.com/almighty/almighty-devdoc/issues where we should
be design decisions in a "how stuff works" style.

The issues titled "Add documentation for.." are the ones I talking about -
they will mainly outline the design decisions behind a specific  area (
example, scheduling of remote issue imports )

Feel free to contribute to the existing issues ( 'topics') or create new
ones if you have something in mind. You could add thoughts as comments on
the issue or create a "Work In Progress" PR if there isn't one.
