[almighty] [Planner] New Backlog Location

Hi Planner Team,

I moved the backlog for the Planner from the old core repository to
the new fabric8 repository. The new location is:

  https://github.com/fabric8io/fabric8-planner/milestones

I referenced the new issues in the old issues and copied over all data
including the comments. Please only look at/use the new backlog.
