I encountered this problem.  Panu: thanks very much for your accurate
analysis.

I've entered this in bugzilla:

If it isn't in bugzilla, it probably won't get fixed.  I think that
this is important since it blocks an update that fixes a security
problem.

PS: I've learned more about "biarch" in the process.  Rather weird and
tricky.

It isn't obvious that a .i386. package on x86_64 would necessarily be
the same as the corresponding .i386. package in i386, but this seems to
be the case.  I inferred it from Panu's claim and from the fact that the
corresponding packages in the original distributions were identical.
