You need to run RHL 9 to get the right versions of anaconda, rpm etc to
build your RHL 9 packages.

One way to achieve this w/o deserting your RHL 7.3 desktop is to build a
RHL9 filesystem and chroot into it on your RHL 7.3 system.

This topic was discussed here (I think, redhat-devel or maybe ks
otherwise) about 2-3 weeks ago, including some thoughts about whether
the new threads process would make it unworkable.
