It'll almost certainly confuse someone, unfortunately, yeah :/

I think probably people in countries which have this 'non-ASCII layout'
issue will often be aware of this bear trap and will know what we're
getting at and appreciate it...but other people probably won't. I only
vaguely understood this whole thing about there being one layout at the
console and another in X until I went deep-diving into the whole thing
last year; I suspect that even for most 'technical' people, the part of
their brain marked KEYBOARD LAYOUTS does a lot of hand-waving, and they
may well not be able to parse exactly what's going on. Even those
Russians (etc) who know about this issue might not specifically know
that the configuration they want is for the layout labelled
'Russian' (or whatever) to be selected as the console layout.

But it might be something that's easiest to judge from a mockup, and
maybe run by a few users of different types (American, Russian, French?)
to see what they made of it.
