[Ansible-service-broker] Merged entrypoint change

This change was done so the broker would function properly as delivered for
tech-preview.
We can discuss the details in the 10-11:30 call.

I think the heart of this is a disconnect with assumptions of how the
broker will be configured for developer vs production deployments.
