I've committed all these, folded into only two patches since most of the
patches were needed to fix test failures resulting from 2/7, and I only
want to commit when 'make check' passes.

The one open issue I'd like to address from this is how to deal with
key/value pairs outside of a section, as I suggested in [1] We need to
decide what we do there before the next release, and I'd like to make a
new release later this week.
