The NEWS file has a summary of high-level changes, that should help
people to understand what's new in a release. ChangeLogs traditionally
contain very fine-grained change messages, usually about every single
checkin, and are generally only useful to developers. Because of that, I
didn't see much advantage in including the ChangeLog - if others think
it's of value, I'll look into generating one from 'hg log' and stick it
into the release.
