 Fixed in 5476371f26f784797f000dda592486ff567a7e64

 Symlinks were a red herring.  The issue was an extraneous loop that meant
 saves were run twice for any other top level directories besides the first
 (i.e. /files/boot).  For newfile or noop modes, this meant it would save
 twice as the file wasn't changed.
