[augeas-devel] Bumping the ruby version for ruby-augeas

EL7's using 2.0.0 though - so if you want to drop Ruby 1.x then I don't
think that's a problem. The latest Ubuntu LTS also moves to Ruby 2.x by
default.
I tend towards keeping them until there's a reason to drop them, but
wouldn't mind much if they were removed now.
