[Avocado-devel] Suggest a new maintainer

[Yalan Zhang]

I'm sure she'll do a great job like what she is doing now. She is very
efficient when coding, or reviewing, or communicating.
And She gives very good explanations when reviewing cases, including the
examples, backgrounds, references, which is very helpful and friendly. I
have learned  a lot from her.
