Most speech friendly linux?

What do you mean still?  It never was the most speech friendly.
For the most part, that honor went to Slackware, and has for years.

I think the happy medium between Slackware's accessibility out of the box,
and Redhat's interfaces and full-featuredness, is Debian (having used all
three).
