kudzu is a problem for some models of braille displays which use a serial port. 
This is because kudzu sends byte sequences to each serial port to see if any
serial mice have been added/deleted. Some braille display models get confused
by these byte sequences whereas others don't. It's usually better, though, to
put kudzu into safe mode (no serial port probing) rather than to turn it off so
that it can still help with the configuration of new non-serial devices.

I don't understand the issue with cups. As I understand cups, it only ever does
I/O on devices which have been explicitly associated with defined printers. 
Rather than turn cups off, therefore, why not just not define any printer which
uses a serial port? That would still leave cups running for printers which are
accessible via a parallel port or the network.
