SV: dectalk installation problem

The 5.0 version should work with emacspeak.  It is an upgrade which
doesn't sound as good as the 4.6 version, but it doesn't crash on my
system.  The 4.6 version started crashing when my distro upgraded it's
libs beyond the libs expected by 4.6.
