my user problems again

look at the man page for "chmod" and "chown" 
So in text mode type 'man chmod' or 'man chown' without the quotes 
To exit type 'q'

ok, my user problems again.
I don't have anyone experienced in linux who can help me, so I have to do this myself.
I have created a new user, but I have no rights with that one.
When I don something I get access denied.
Is there a good program for redhat I can use for user administration?
I'm going crazy?
