speech no longer works after computer is rebooted.

After I start my laptom after I turned it off to preserve battery
life, I lost use of speech even though I have an item in my
/etc/conf.d/local.start file that sets the permissions of my /dev/dsp*
files to 655 on my gentoo system, anybody have any clues? because the
only way i've found to resolve the problem is to re-emerge eflite and
it will work again.
