Blind-l and Guispeak come to mind as good places to advertise the list(s).
There are also some general blind ness discussion groups that will be good
to post on.  Vicug-l comes to mind and also easi.  WE can also advertise on
apple hosted lists in order to reach out through that community to pick up
the folk who do not frequent those lists and are looking to come to the mac
for the first time.  I'm hoping that apple would also put info about the
list(s) on appropriate sites of theirs such as:

I really must strongly recommend that you try to think of where people new
to VoiceOver will come from, rather than randomly starting something wholly
from scratch.  You really can't depend on Yahoo and Google to drive
interested people to your lists, at least not at the beginning.

Developers will migrate to forums that grow from the resources they are
using already -- which is why I suggested the Apple Developer site as a
start.

Predicting where new VoiceOver end-users will naturally look for help is
harder to predict.  Mostly likely they will be new to Apple, so starting at
their sponsored discussion lists will probably not be the first choice for
them.  Besides, I don't think those boards are very screen reader friendly.
There may be long time Apple users setting up blind relatives with their
first PC, so this resource shouldn't be discounted entirely.

OS X has earned a number of Unix and Linux switchers and experimenters, so
advertising here makes sense.  Obviously though, RedHat will not be
interested in hosting a forum!  Likewise, Freedom Scientific and GW Micro
will be less than supportive in generating traffic!

Closing The Gap should generate some referrals, but I don't have any sense
of their cache within the blind community.

After Blinux, what are people's preferred technical screen reader forums?
