Put them in the [options] section.  There should already be lines that 
pertain to your current synthesizer, so you should modify these lines for 
festival or comment them out.

If you don't already have such a section in your yasr.conf, then you might 
want to create it.  Rate is the only option that yasr currently supports; 
its value corresponds to the duration_stretch property in festival.
