DecTalk-and-Sound Issues?

I asked this on the speakup list, but so far no replies.
While I am playing audio from my sound-car, especially live streams, I begin 
reading with this U S B Dec-Talk, the stream breaks up--and does resume.
Would this be similar to DOS where items may have shared something like an I R 
Q setting?
Can any1 please tell me why this happens--and-how to fixit?
