With my experience on big deployments of Free Software and Free OS like 
GNU/Linux, I second the vote for Vinux.
Here in India Linux is being excepted in Industry and public 
administration big time.
I have personally worked on such projects and till Vinux was really good 
at it, I used and recommended Ubuntu.
While I still recommend Ubuntu to sighted people and Organisations, 
Vinux is best for the blind.
Infact Vinux is a remake of Ubuntu itself.
We are running classes for blind in various parts of India and now all 
the labs are slowly shifting from Ubuntu to Vinux.
Many blind people have also got jobs due after doing these courses.
Right now I also know a few blind people who have beocme hardware 
vendres and they sell computers with linux pre installed.
The best part is as already mentioned,the Vinux comes up talking with Orca.
Its also worth noting that Vinux, unlike Ubuntu has the patched version 
of Firefox.
The patched version of Firefox has a few accessibility bug fixes made by 
Bill.
So all in all Vinux is for all blind people beginners or experts.
I use only Vinux all the day.
I don't dual boot my machine and given my responsible job, I never feel 
I am missing some thing by not using proprietory OS.
