better package management

I found on archlinux after a failed attempt installing mariadb and a 
success installing postgresql that several artifacts from mariadb remain 
on the system.  I don't know that any flavor of linux offers any package 
manager capable of removing all artifacts created as a result of failed 
installations once base packages and dependencies have been removed.  Over 
time, this can accumulate to an appreciable ammount of disk space that 
could otherwise be recovered.
