brltty depends on ubuntu-mate-desktop

My suspicion is that the desktop wants to make sure it has accessibility
available.
I'd do
dpkg --purge --force-depends brltty
apt-get install brltty


note that if the first step succeeds and the second fails you've got a
bit of a mess.
