They can be burned into the video, in which instance there's no way to

However, the more modern approach is to send as text, and in such
situations you should be able to get at them, e.g. under mplayer v is
the toggle to view subtitles. Further controls are explained in man for
mplayer.
Note that mplayer supports exporting subtitles into files. And, I
suppose for completeness I should point out that HTML 5.0 supports
sending captions and/or subtitles in separate files intended for
combination with the media resource on the fly.
