At least when talking about the Cygwin User Manual file which
started this thread, it is indeed stored on-disk as a gzip file and
needs to be uncompressed (not just renamed) after downloading.  It's
true that a regular HTML file can be transmitted by exploiting the
HTTP protocol's ability to transparently gzip before sending and
un-gzip upon receiving (which wget will do if the remote server
supports it) but that's not in play here.
