n you are hearing orca say screen reader on and no more is that there is a bug, deep in the heart of desktop land, which prevents it from being able to focus when it first starts.  To fix this you need to run a program such as firefox or gnome-terminal and then alt-f4 out of that and orca will then be able to focus on the desktop.
