improving braille support in Orca.

If you activate Skip identical lines and Skip blank braille windows in
BRLTTY, then you cannot navigate in Orca with the usual navigation braille
display keys to read forward on the same line. When I press the
navigation bar on my display, I only hear a beep from BRLTTY.
