Why Are Their Changes in who is?

Well, 2weeks ago when I received a message from Dotster, my web-site 
regestration, they implied that sites which weren't secure might be blocked or 
not have good search results. Meanwhile in all of this I discovered that now, 
typing
whois followed by a site
only shows the registrar, not an owner. This is `quite inconvenient, as many 
times you can only write or call a web-master from these listings. Here on 
Shellworld, we have whois version 5.2.11  while on my hard-drive I have 5.2.18
Can any1 please shed any light on this change-and-thanks in advance
