4Second Delay after any Command in DecTalk?

Well, I know I have seen this before, but the gentleman who figured out why has 
gone to the here-after. We just installed Debian Buster. But my DecTalk USB now 
any command, any review keystroke in Speakup, I wait 4seconds for output. Seems 
I vaguely remember this is hardwhare related. An actual commands-and-output 
showup on the screen in real time, but for this quite anoying delay. Can some1 
please suggest a change I can make to fix this. Thanks so much in advance
