no speech after authentication

I wanted to add a user, so in the system menu, I went tosystem settings, 
and then to users and groups.

After going in there, the message was given that to access system config 
users, I would need to enter password.

That was done, and then no speech.

I had to alt f 4 to stop that window.

How may one give orca access to one's whole system?

Should I install e speakup?
