Most accessible browser and desktop experience?

Hi,
Is Orca + Firefox going to yield the most accessible web browsing 
experience nowadays? Is there such a thing as a good text-based browser 
alternative these days that is capable of handling HTML5, javascript etc? 
I suspect not, but it can't hurt to ask.

I also heard that Mate is more accessible than GNOME. What do people find 
problematic or inaccessible with GNOME as compared to Mate?
