For those who want a stable system with  the occasional newer package, 
Debian Backports may be the best way to go.

Backports are packages from Testing which are compiled for the stable 
release.  So it won't suck in a whole lot of newer library dependencies 
just to install the testing version.

Orca 3.36.5 is currently available in backports.
