I may not remember the exact steps, but I do remember I did the following:
I installed WSL from the microsoft app store.
I ran a command prompt as an administrator.
I installed Ubuntu with a command like wsl install ubuntu.
After Ubuntu was installed, I went into the Ubuntu virtual machine and ran the following commands:
sudo apt update
sudo apt install mate.
sudo apt install orca.
After those were installed, I was able to type orca and press Enter to. run it.
