Hi all,

Occasionally, the shutdownhtml parameter is set to prevent web
browsers (and some scripts) from accessing the Bugzilla server. This
usually happens when doing upgrades and migrations.

Up until now, if you attempted to make an XMLRPC call during this time,
the Bugzilla web server would send you a non XML compliant HTML page.

Starting today (October 27th), all RPC calls will receive a
503 HTTP Status response code, along with the shut down message when
the shutdownhtml parameter is set.
