[Container-tools] Naming the "Container App Spec and Libraries" project

What was the demo we saw on the Solomon hates redhat thread.  THAT should be containerctl because it fits with the systemd stuff which is all *ctl.  it certainly isn't really "machinectl" which is what he called it.

*ctl smacks of systemd which this doesn't have any relation to.
