[Container-tools] AtomicApp dev environ in AWS / EC2

hi,

ami-d20d16ba in us-east-1 is a AMI image for the AtomicApp Vagrant
like envionment. Its built with the latest updates added in.

I've only run one instance of it - and the kube-apiserver does not
seem happy to start on system bootup. Iirc, Lala had the same problem
on the newest vagrant box. Has anyone investigated what the issue here
might be ?

I've added launch-perms to All, so if anyone wants to take a look, you
should be able to.
