[Container-tools] WIP/POC of Nulecule Index

Hey all,

I've tried to sketch out how Nulecul Index based on Nulecule Library could
work on Friday evening. Please take a look at

https://github.com/projectatomic/atomicapp/pull/379 and
https://github.com/projectatomic/nulecule-library/pull/17

and let me know what do you think, what flaws do you see, if it makes
sense, what is missing.
