[Container-tools] Failure due to timeout on gate job

Hey Greg,

For some reason every so often part of the gate jobs takes a long time
and it will fail because of a timeout. Is there a reason that we know
of that it takes longer on some runs than others? is the network not
uniform across the entire infra so that it would take longer to
download in some cases than others?
