[Container-tools] Moving vagrant-adbinfo repo under projectatomic

Just a note, we do have a process for moving projects in to the 
projectatomic namespace. Unless we have a good reason to not do so 
anymore, please keep using me as the gate for transferring projects 
related to adb.
