​oc export already exists.  Whether it is feature rich enough to make it
trivial to move an app config from one environment to another, probably
not.  but it'll at least get you the config which you might have to tweak
before deploying in a new cluster.

you'd also have to migrate the images from one registry to another
(presumably), which today you'd do using normal docker tools.
