[Container-tools] vagrant-service-manager plugin under projectatomic namespace

Hi,

vagrant-service-manager plugin is now present under projectatomic namespace
[1].

It is a rename of vagrant-adbinfo [2], with sub-commands.

Gemfile of plugin is also available on rubygems.org [3], you can run
`vagrant plugin install vagrant-service-manager` to install the plugin.
Here [4] is the copr build for the plugin.
