[Container-tools] Actively logging #nulecule channel?

Hi,

I can see that we have #nulecule channel not being actively logged,
except during the IRC meeting. I also see zodbot active on this
channel. Why this channel is notactively logged 24x7 like other
open-source project channels? AFAIK zodbot has that ability to log
everything 24x7?
