[Container-tools] Release strategy going forward for Atomic App

Hi all,

To coincide with the release schedule of the CDK/ADB team we will be
releasing Atomic App every two weeks on Tuesday, starting February
2nd.

This gives 7 business days for any testing and issues that may arise
during the release and container tools packaging stage.
