[Container-tools] Proposal: Move ADB IRC Meeting

In the 2016-03-14 meeting it was proposed to move the meeting to 1000 
GMT on Mondays.

Lazy consensus says we make this change (and merge the PR) at 1000 GMT 
on Thursday 2016-03-17.

Please let us know if this change would present a problem.
