[Container-tools] vagrant-service-manager version 0.0.4 release

Version 0.0.4 of the vagrant-service-manager plugin has been released.

This release include some important enhancements and blocker bug fixes.

With this release, we have added support for configuring OpenShift service
by configuring it in Vagrantfile with default configuration for CDK box.
This is another milestone towards no Vagrantfile approach where user can
just write `vagrant init projectatomic/adb && vagrant up` to have a
functioning box.
