[Container-tools] [Devtools][Container-Tools] vagrant-service-manager version 1.4.1 release

Hi All,

We have released version 1.4.1 of vagrant-service-manager plugin [1].

This release adds bug fix to the support of using "install-cli" command in
HTTP(s) proxy environment and several enhancements in documentation and
tests (CI pipeline).
