[Container-tools] Minihift top of docker

Hi,

As minishift uses internally "oc cluster up" which can install a all-in-one
cluster if a docker daemon runs within the vm where the command is
executed, is it planned in the future that minishift could bootstrap
directly using docker without the need to create a vm with the help of an
hypervisor ?
