It's not an issue with Linux 4.19, but more likely the fact that
arm64 needs the kernel's kimage_voffset and phys_offset values.
In normal dumpfiles, they are passed as entries in the VMCOREINFO
note.  With these ramdumps, they would need to be passed as
--machdep command line arguments.  You would probably have to
get and save their values before the kernel crashes.
