[CSI-Addons] RFC: adding an operation for filesystem check/recovery

Hi,

Every now and then a host that has a volume attached can be (forcefully)
rebooted, without cleanly unmounting/detaching the volume. This can
require running a filesystem check (fsck) on the volume, before it can
be mounted again (like with ext4, or more rarely with XFS?).

It might make sense to add an operation similar to ReclaimSpace, but for
volumes that are in need of a filesystem integrity check/repair. This
operation potentially needs specific options for the filesystem type
and/or executable.

Would there be an interest in including a RepairFilesystem kind of
operation in CSI-Addons?
