If it does not, it is a bug

You already provided evidence the DM event get delivered to userspace.
So the problem certainly lays in the tools.

Looking at your log, I would say the multipath tool fail to see the
paths as failed, so it leave the map unchanged when it should have
switched to path groups. So try the "tur" checker instead, and generaly
try to confirm or infirm that diag.

Alternatively, you can try the 2.6.10-rc?-udm2 + tools 0.3.8
combination.
